Energy4ALL project

Trans-European research project exploring the role of communities and the human dimension in designing and implementing Positive Energy Districts (PEDs) and Energy Communities (ECs)

ENERGY4ALL is a European research project built on the principle that energy should be a public resource—accessible, inclusive, and equitable. At its core, the project explores how communities and human-centred approaches can shape the future of Positive Energy Districts (PEDs) and Energy Communities (ECs).

By studying six pilot projects across four countries—Italy, Austria, Hungary, and Norway—ENERGY4ALL aims to co-design participatory governance models that not only address the technical and regulatory challenges of PEDs and ECs but also strengthen social cohesion and local agency. Through collaboration with municipalities, NGOs, cooperatives, and academic institutions, the project is creating replicable, people-first models that contribute to Europe’s transition toward climate neutrality.

In Hungary, ABUD plays a pivotal role by leading the national consortium. We are responsible for developing high-performance PED interventions, participatory planning models, and user-centred business strategies for energy communities. We focus particularly on the human dimension—behaviours, social dynamics, and governance structures—recognizing that successful energy transition must be shaped by and for people.

The Hungarian consortium is engaged in two unique case studies: one centred on the Kazán Community Center, a grassroots energy initiative driven by building users, and another led by the Municipality of Budapest, targeting a new PED development in Újpest. Together, these sites offer rich opportunities to apply and test inclusive, scalable solutions.

By applying interdisciplinary approaches—ranging from energy systems modelling to behavioural analysis—we help ensure that the project’s outcomes are not only technically sound but also socially grounded. It is vital to transform energy from a technical issue into a social opportunity—where empowered communities are central actors in shaping a sustainable and just energy future.
